Headcount growth returns across most of Europe. Germany remains the exception.

Munich, 15.09.2026. After several years of steady decline, headcount growth is picking up again across many European markets. Germany is the one market moving the other way. That's according to the Personio Index, a dataset drawn from more than 16,000 European organisations using the software of Personio, Europe's leading HR and payroll platform for small and medium-sized businesses.

Switzerland more than doubled its headcount growth rate between 2025 and H1 2026, taking the lead among the markets analysed. While Spain rose from 9.9% to 11.8%, the UK rose from 2.7% to 7.2% over the same period.

Germany stands apart: it is the only market in the index to record an unbroken year-on-year decline in headcount growth every year since 2022, edging down again from 7.4% in 2025 to 7.2% in H1 2026.

Early-career hiring is ticking up, but still trails last year

Job postings for junior, entry-level and student roles rose from 12.4% in Q2 2026 to 14.1% in Q3 2026. Over a full year rather than a single quarter, the picture is more cautious: the average share of junior postings over the past 12 months sits at 13.5%, still well below the 15.9% recorded over the same period the year before.

AI is reshaping job titles at six times the rate of two years ago

The number of role and title changes referencing AI has climbed to 6.3 times its Q2 2024 baseline as of Q2 2026. Early, still-incomplete data for Q3 2026 suggests the pace of increase may be moderating, though the underlying shift in how organisations define roles remains substantial.

It's already running inside most organisations, whether they planned for it or not.We see it directly in the roles being advertised today”, says Jonas Rieke, Co-Founder and COO of Personio. “Job titles and role descriptions are shifting fast. That's a real operational challenge. It also means getting this right matters more than it ever has, and it puts HR in a position it hasn't been in before: the function has to work out what a role actually is now, before anyone can hire for it, train for it, or pay for it fairly. And in doing so, HR ends up shaping how this AI transformation actually plays out."
